The residency-by-investment map was redrawn in 2023–2026. Here is where the four programs actually stand — with sources.
Portugal removed real estate entirely in October 2023 and, since May 2026, requires 10 years of residence for citizenship for most nationalities. Greece doubled its threshold to €800,000 in exactly the places most buyers want. The UAE offers speed but no passport track. Brazil’s VIPER investor residency is unchanged: R$1,000,000 (≈ US$185,000) in property you own, 14 days of presence every two years, and naturalization after 4 years of permanent residency. Brazil figures come from the same fact-gated data module as our Golden Visa guide and calculator. Portugal, Greece and UAE figures were re-verified against the sources listed at the bottom of this page on 2026-07-17. Where a program genuinely varies, we say so instead of inventing a number.

Program rules change — Portugal’s did twice in three years. Figures reflect published terms as of 2026-07-17; currency equivalents are static reference rates, not live quotes. Where a term depends on emirate practice, dependant definitions or pending regulations, treat it as “varies — confirm with counsel” before committing funds.
Three programs moved. One didn’t.
Portugal
Property out, citizenship clock doubled.
Real estate left the program in October 2023 (“Mais Habitação”). Then Lei Orgânica 1/2026, in force 19 May 2026, raised naturalisation to 10 years for most nationalities (7 for CPLP/EU) — counted from first permit issuance. What remains is a €500,000 fund product with genuine performance risk, or a donation you never see again.
Greece · UAE
Higher bars, or no passport at the end.
Greece’s tiered structure puts €800,000 on Athens, Thessaloniki and the marquee islands, adds a 120 m² single-asset rule and restricts short-term letting — and citizenship still requires 183+ days a year on the ground for 7 years. The UAE is the fastest to issue and the most flexible to hold, but it is residency forever: there is no naturalization route.
Brazil
Same rules, same R$1M, real asset.
Brazil’s VIPER thresholds (CNIg RN 36/2018) have not moved: R$1,000,000 in urban property — about a fifth of Greece’s prime tier in dollar terms — with 14 days of presence per two years and naturalization after 4 years of permanent residency. Portugal’s main route since October 2023 is a €500,000 subscription into a qualifying investment fund (property no longer counts), with a €250,000 cultural-donation alternative that is non-recoverable. Of these four: Brazil. Brazilian naturalization is available after 4 years of permanent residency (about 8 years from the initial grant) with B1 Portuguese. Portugal’s new nationality law (Lei Orgânica 1/2026, in force since 19 May 2026) extended its requirement to 10 years for most nationalities — 7 for CPLP and EU citizens. Greece requires 7 years of genuine residence at 183+ days per year plus tax residency and a language test. The UAE has no naturalization route at all.

No. The UAE Golden Residency is a long-term residence visa — 5 or 10 years depending on category and emirate — with no naturalization path; UAE citizenship is granted by exceptional nomination only. It is an excellent tax-residency and lifestyle product, but if a second passport is the goal, it is not the tool.
