The best places to buy property in Brazil are the coastal cities of Santa Catarina — Balneário Camboriú, Florianópolis, Itapema, Porto Belo and Itajaí. That is not a regional preference dressed up as a national answer: on the citywide price-per-m² figures we publish, Balneário Camboriú is the most expensive city in Brazil at R$15,030/m², ahead of every state capital, and Florianópolis is the second-priciest capital at R$12,773/m² (FipeZap / SECOVI-SC, May 2026). Itapema sits almost level with Balneário Camboriú at R$15,028/m².

Which city in Brazil has the highest property prices?

Balneário Camboriú is also where Brazil builds vertically: the city holds 8 of Brazil’s 10 tallest buildings. Within Florianópolis the spread is much wider than the citywide average suggests — from around R$8,000/m² in Ingleses to R$25,000–R$35,000/m² in Jurerê Internacional, with Cacupé at R$12,000–R$20,000/m². Where in Brazil should you buy for rental yield?
For yield, Florianópolis’s short-stay neighbourhoods lead: 5–8% is typical citywide, rising to 8–12% in Ingleses. Prime Balneário Camboriú beachfront yields 6–10% annually, and Itapema delivers roughly 5–8% net.
The difference is not the headline percentage, it is the shape of the year. Florianópolis’s “Silicon Island” tech economy and university district drive long-term, year-round demand — downtown and João Paulo long-term rents have pushed up 12–15% annually — whereas Balneário Camboriú and Itapema lean much harder on the December–March high season. If you need occupancy in June, that matters more than a point of gross yield.
Where in Brazil should you buy for capital appreciation?
Balneário Camboriú has the strongest documented citywide record — roughly 117% cumulatively since 2018, and 15–20% a year — while Itapema has appreciated faster recently at 15–22% a year (2021–2026), with Meia Praia values tripling over six years. Florianópolis is more modest citywide at about 8.65% YoY, but specific neighbourhoods have outrun it: Campeche 20–30% and Cacupé 18–25% since 2023.
Read those honestly. Balneário Camboriú’s number is citywide and comes with the most liquid secondary market on the coast, so it is the conservative version of this trade. Itapema’s is faster but from a less established base. And Florianópolis rewards picking the right neighbourhood — buy the wrong one and you get the citywide 8.65%, not the 20–30%. What is the cheapest way into the Brazilian property market?
In Florianópolis, studios in the Trindade / Itacorubi university district start around R$350,000, and Ingleses trades at R$8,000–R$14,000/m². In Itapema’s Meia Praia, premium two-bedroom units start around R$800,000 — roughly a 30–40% discount to equivalent Balneário Camboriú oceanfront (Meia Praia beachfront runs R$10,000–R$18,000/m²). Balneário Camboriú is the most expensive entry, with mid-tier units from about R$1.2M.
Itapema is about 15 km south of Balneário Camboriú and 60 km north of Florianópolis, on the same corridor — which is why the discount is a genuine arbitrage rather than a different market. Porto Belo sits further along the same coast and recorded the highest population growth rate in Santa Catarina between 2010 and 2022 (IBGE Census), with the VivaPark master-planned development anchoring it. Where in Brazil qualifies for the Golden Visa (VIPER)?
Anywhere in Brazil — but the threshold changes by region. A qualifying urban real-estate investment is R$1,000,000 across the South, Southeast and Central-West (including all of Santa Catarina), and a reduced R$700,000 in the North and Northeast (CNIg Resolution 36/2018, Art. 3º). The full amount must be transferred from abroad through Brazil’s official banking system and registered with the Central Bank (BACEN); mortgages and local financing do not count towards it.

Can foreigners buy property anywhere in Brazil?
Foreigners can buy urban property anywhere in Brazil with the same ownership rights as Brazilians under Law 5,709/1971 — only a CPF is required, no visa or residency. Two exceptions are geographic, and they are the reason “where” matters legally as well as commercially:
- Rural land is restricted to foreign buyers and follows a separate regime with its own limits and approvals.
- The Faixa de Fronteira — a 150 km strip along Brazil’s land borders — requires INCRA or military authorisation before a foreigner can acquire land there.

What about São Paulo and Rio de Janeiro?
They are Brazil’s largest property markets, but neither is the most expensive — Balneário Camboriú holds that position nationally. How much does it cost to buy property in Brazil?
Budget roughly 4–6% on top of the purchase price in one-off closing costs: ITBI transfer tax (2–3% nationally, currently 2% across the Santa Catarina coastal corridor), notary and registration (~1.5%) and legal representation (~1%). Broader estimates including broker commission run 4–8%. Annual IPTU is roughly 0.3–1% of value. Foreigners pay exactly the same rates as Brazilians.
